will be called holy

every one who is recorded as living in Jerusalem
"every one whose name is written in the list of the people who live in Jerusalem"
when the Lord will have washed away the filth of the daughters of Zion

Possible meanings are 1) the women of Jerusalem or 2) the people of Jerusalem.
and will have cleansed the blood stains from Jerusalem's midst
Blood stains refer to violence and murder. It can be translated as "and will have taken away those in Jerusalem who harm innocent people."
by the spirit of justice by the spirit of burning fire
This is how God would remove the sin from Jerusalem.

Fire is often a symbol of severe punishment. Alternate translation: "by burning them with fire" or "by severely punishing them as if with fire" or "by destroying the city with fire."
