Each person has been walking in the stubbornness of his wicked heart.

Here "walking" is an idiom for the way a person lives. The word "heart" is a metonym for a person's desires and emotions. So I brought all the curses in this covenant that I commanded to come against them

"So I punished them with all the curses that I described in this covenant that I had commanded them to obey"
