The eye that mocks ... mother will be pecked out by the ravens of the valley and will be eaten by the vultures
The eye is a synecdoche for the whole person. The writer is saying that a person who mocks his parents will die alone in a wilderness and not be buried, a metaphor for dying with no friends or family to care. This can be translated in active form.
