Hoshea became his servant and brought him tribute
Hoshea did as the King of Assyria commanded and brought money to him. Israel continued to worship idols, so God punished them by allowing Assyria to conquer them and take them away. Assyria brought people from other lands and settled them in what used to be Israel's territory and they worshiped their own gods in addition to Yahweh.
