"the angel of Yahweh who was among the myrtle trees". See Zechariah 1:8.

The word "they" refers to the red, reddish-brown, and white horses that were behind the man among the myrtle trees.
all the earth sits still and is at rest
Possible meanings are: this is a good thing that means that there is peace between nations or this is a bad thing that means that there is no war because nations are helpless to fight against a stronger nation that has subdued them.
