Jeremiah continues to deliver Yahweh's message about the false prophets and priests that he began in Jeremiah 23:9.

but they ran

This is probably a hyperbolic metaphor for the prophets prophesying as much as they pleased without hearing from Yahweh. They may have walked. Alternate translation: "but they ran off to prophesy" or "but they prophesied anyway" (See: rc://en/ta/man/jit/figs-hyperbole and rc://en/ta/man/jit/figs-metaphor)

they have still prophesied

It is understood that they are prophesying falsely. This can be made explicit. Alternate translation: "they have prophesied falsely anyway" (See: rc://en/ta/man/jit/figs-explicit)
