Zechariah begins to speak and tells how Yahweh is sending him to judge the nations who have plundered Jerusalem.

plundered you

The word "you" refers to Jerusalem.

for whoever touches you

the apple of God's eye

The apple of an eye refers to the pupil of the eye, which is one of the most sensitive parts of the body. The idiom "apple of the eye" refers to something that is most valuable. I myself will shake my hand over them
