poured out his bowl

rivers and the springs of water

Possible meanings are 1) this refers to the third angel who was in charge of pouring out God's wrath on the rivers and springs of water or 2) this was another angel who was in charge of all the waters.

the one who is and who was

"God who is and who was." See how you translated a similar phrase in Revelation 1:4.

they poured out the blood of the believers and prophets

Here "poured out the blood" means killed. AT: "evil people murdered the believers and prophets" (See: rc://en/ta/man/translate/figs-metonymy)

you have given them blood to drink

God will make the evil people drink the waters that he turned to blood.

I heard the altar reply
