he was declared with power to be the Son of God
The word "he" refers to Jesus Christ. You can translate this in an active form. Alternate translation: "God declared him with power to be the Son of God" (See: rc://en/ta/man/jit/figs-activepassive)
by the resurrection from the dead
"by raising him from among the people who are dead." This expression speaks of all dead people together in the underworld, and coming alive again is spoken of as resurrection from among them.
