Numbers 9:14 change to required participation 

Numbers 9:14 change wording so the foreigners is to be required to participate in the passover. Also, note that these are "settled foreigners," those that have made themselves a part of Israel. The Hebrew has a special term for these as opposed to the temporary visitor.
