Lot was consistently troubled or harassed by the immoral behavior of the citizens of Sodom and Gamorrah.

This refers to Lot being righteous.

"men obedient to God"

## tormented his righteous soul ##

Troubled his inner self.

## unrighteous men in custody ##

The unrighteous men will not escape God's judgment. When they die they will be detained until judgement day.
