Ezk 27:3 Missing quote mark set?

\v 1 Again the word of Yahweh came to me, saying,
\v 2 "Now you, son of man, begin a lamentation concerning Tyre,
\v 3 and say to Tyre, who lives within the gates of the sea, merchants of peoples to many islands, the Lord Yahweh says this to you:
\q Tyre, you have said, 'I am perfect in beauty.'

\v 36 The traders among the people hiss at you;
\q you have become a horror, and you will be no more forever."

It looks like the chapter is missing a level of quote marks. The Lord tells Ezekiel to say to Tyre "The Lord says this to you: Tyre, you ..." The ULB does not use quotes for that part. What do you think adding them as I did below?
