I find this footnote hard to understand. Is the text between the \fqa...\fqa* supposed to be different than the text in the ULB?

It looks like \fqa and \fqa* are being used here for both the ULB text ("make straight the oppression") and the alternate reading ("help the oppressed").
USFM has \fq ... \fq* for quotes in footnotes, and \fqa ... \fqa* for alternative translations if people want to distinguish the formatting of text quotes and alternatives.
The ULB has exclusively \fqa and \fqa*.

But I don't understand the note either.

Most versions have something like
defend/relieve/help the oppressed
correct/rebuke the oppressor

ESV: "Correct oppression" seems like a way to avoid deciding whether חָמ֑וֹץ means "the oppressed" or "the oppressor."

I don't know about the ancient Hebrew copies, but NETS (New English Translation of the Septuagint) has "rescue the one who is wronged"

I don't see either אַשְּׁר֣וּ or חָמ֑וֹץ in Isa 3:12 and 9:16.

Isa 3:12 (from interlinear) their oppressors (נֹגְשָׂ֣יו) are children.
Isa 9:16 I see nothing similar here.

How about changing the footnote and taking out the references to Isa 3:23 and 9:16?

make straight the oppression
"correct oppression". Correcting someone's behavior is spoken of as making it straight. In this case it would mean to stop people from oppressing others. Alternate translations: "rebuke oprressors" or "help those who are oppressed" (See: rc://en/ta/man/jit/figs-metaphor)
