It looks like instead of fighting against each other (v 13), Ephraim and Judah will work together in fighting against the Philistines and the people of the east.

Agreed, but I think attack is wrong. I think the NASB says it best it is more of the idea of the will possess. This is the meaning of the stretched out hand.

Agreed, but I think attack is wrong. I think the NASB says it best it is more of the idea of the will possess. This is the meaning of the stretched out hand.
