Many versions have "For" here.
ULB is adequate

"instead" vs "rather"
I think I would use "rather" because she is describing God's behavior.

"he finds a way" vs 'he devises ways"
God is in greater control than one who just looks for ways.
I think change to devises

"those who were driven away" vs "the one who is driven away"
Heb is singular, but ULB is adequate

"for ... to be restored" vs "so ... will not remain an outcast"
Bible Hub glosses in English order: so that His banished ones are not expelled from Him. (even though Heb forms are singular)
"restored" is adequate if this much paraphrase is adequate for ULB
If not, then maybe change to this:
"so that those who were driven away will not remain outcast"

I started to change it to this:
he devises a way so that those who were driven away will not remain outcast.

But it sounds odd. People devise ways

to do something
to prevent something from happening
for someone to do something
for something to happen

But I don't think people devise ways so that something will (or will not) happen.
(They might devise a way to do something, so that something will happen.)

I wonder if the change is adequate even though it strikes me as odd, or if it this would be better:

I started to change it to this: he devises a way so that those who were driven away will not remain outcast. But it sounds odd. People devise ways * to do something * to prevent something from happening * for someone to do something * for something to happen But I don't think people devise ways **so that** something will (or will not) happen. (They might devise a way to do something, so that something will happen.) I wonder if the change is adequate even though it strikes me as odd, or if it this would be better: he devises a way for those who were driven away not to remain outcast.
