ULB Deu 3:28-29 currently reads:

\v 28 Instead, instruct Joshua and encourage and strengthen him, for he will go over before this people, and he will cause them to inherit the land that you will see.'
\v 29 So we stayed in the valley opposite Beth Peor.

ULB Deu 3:28-29 Suggested changes:

\v 28 Commission Joshua, and encourage and strengthen him, for he will lead the people over the Jordan and you will see the land he will give them to inherit.'
\v 29 So we stayed in the valley opposite Beth Peor.

The HEB is וְצַ֥ו "and commission" = "Commission ...."

Supply 'over the Jordan', to complete the thought, "lead the people over ..." supplying "the Jordan."
Following these modern versions:
NLT; CEV. Still think supplying the object is helpful especially when English has hidden it from the text. Best case when supply a term is helpful (especially when it is clearly implied in the text).

ESV, NIV, NASB, NRSV, KJV all supply some kind of adversative "but" (NLT "instead") to emphasize that it is Joshua, not Moses, who will "go over."
