\v 9 Look, I will give a command,
\q2 and I will shake the house of Israel
\q2 among all the nations,
\q as one shakes grain in a sieve,
\q2 so that not the smallest stone will fall to the ground.

"So that" gives the impression that he will sift in such a way that prevents the smallest stone from falling to the ground -- perhaps that he will sift gently so that the smallest stone does not go through it.

Other versions have "and" or "but" or "yet." "But" and "Yet" seem to imply that though he shakes vigorously, things that should not fall through (a pebble? a kernel? a grain?) will not fall through.

The translations in Bible hub are about evenly divided as to whether it is a pebble or a grain/kernel. The only other place in the Bible where tsrowr refers to stones is 2 Sam 17:13 where a city is dragged down to a valley and not even "a small stone" or "a pebble" is left.
