Can this be changed to to this?

This treats the sentence as if "look at" is a phrasal verb, but it's not.
"Look" has the same meaning in "Look!" "Look here" and "Look at this."
Even though the verse has a metaphorical use of the verb "look", "at the kind actions and severity of God" is simply a prepostional phrase telling where the looking should be directed. Think about "Listen" and "Listen to this" or "Think" and "Think about this." They are not phrasal verbs. They're just verbs that can be followed by prepositional phrases.
