Greek has two different verbs, and English translations use two different verbs.

Suggestion:
\v 35 The angel answered and said to her, "The Holy Spirit will come on you, and the power of the Most High will overshadow you. So the holy one to be born will be called the Son of God.

Or
"The Holy Spirit will come down to you"
"The Holy Spirit will come over you"
