\v 22 When a ruler sins without intending to sin, doing any one of all the things that Yahweh his God has commanded not to be done, and he is guilty, 23 then his sin which he has committed is made known to him, he must bring for his sacrifice a goat, a male without blemish.

Suggestion:

\v 22 When a ruler sins ..., and he is guilty, 23 and his sin...is made known to him, he must bring for his sacrifice a goat, a male without blemish.

I thought "when his sin ... is made known to him" might work, but that is also awkward.
