The line was missing before this commit was made in Oct 2021: 9dbc45d02e

The ULB Translation Helps for Proverbs on BIEL has this:

I suggest we add "but the prudent man thinks about his steps."

I added the missing line. I used a \q2 to match the format of the surrounding verses.
