\v 25 As he says also in Hosea:
\q "I will call my people who were not my people,
\q and her beloved who was not beloved.
The second line above seems to be missing a pronoun.
\v 25 As he says also in Hosea:
\q "I will call them my people who were not my people,
\q and her beloved who was not beloved.
or
\v 25 As he says also in Hosea:
\q "I will call my people those who were not my people,
\q and her beloved who was not beloved.
It seems it would also be clearer if quote marks were used.
\v 25 As he says also in Hosea:
\q "I will call them 'my people' who were not my people,
\q and her 'beloved' who was not beloved.
or
\v 25 As he says also in Hosea:
\q "I will call 'my people' those who were not my people,
\q and her 'beloved' who was not beloved.
I agree with adding the pronoun and the quote marks. I fine with either of your last two options, but the one with "them" may be a little easier to understand. I think this is worth adding now.
The notes will need to be adjusted as well.
I made the change and adjusted the TNs.
