"In the New Testament, Jesus called himself the "good shepherd." The apostle Paul also referred to him as the "great shepherd" over the Church."

Should this be the apostle Peter instead of Paul? I can't find where Paul calls Jesus "great shepherd" but I did find the term in Hebrews and 1 Peter.

Also, I know Moses fits the concept of shepherd of the people, but I can't find anywhere he is specifically called a shepherd of the people. However, David is in 2 Sam and 1 Chron.

I also can't find anything explicit in the Bible about Moses being a shepherd of the people. This seems to be the closest possibility.

2Sa 7:7 (and similar for 1Ch 17:6) About Moses, judges, and Saul??
v 7 In all places where I have moved among all the people of Israel, did I ever say anything to anyone from the tribes of Israel whom I appointed to shepherd my people Israel, saying, "Why have you not built me a house of cedar?"'

This is about David:

Psalm 78:70-72 is about God choosing David and making shepherd over Israel.
\v 70 He chose David, his servant,
\q and took him from the sheepfolds.
\q
\v 71 He took him from following the ewes with their young, and he brought him
\q to be shepherd of Jacob, his people, and of Israel, his heritage.
\q
\v 72 David shepherded them with the integrity of his heart,
\q and he guided them with the skill of his hands.

Maybe replace statement about Moses with something like this?

David was a shepherd who looked after sheep. God made David king over Israel to be their shepherd.
