It looks like an explanation, but I don't think it's very clear.

How about this?

the Israel that is according to the flesh
This refers to people who belonged to Israel because they were descendants of Israel. Alternate translation: "the natural Israel" or "the physical Israel" or "the people of Israel"

UBS-TH says:
Paul adds the words "according to the flesh" because he thought of the church as fulfilling God's promises to Israel, and therefore as being, in a sense, the true or spiritual Israel.

I consdidered adding to the note "This is in contrast with spiritual Israel, the church." But the word Israel is used only once in 1Co, so it doesn't give an obvious argument for a contrast between physical and spiritual Israel.
