There is a mesntion of the merism referring to being location based. I recieved input from someone that said this was a time-based merism. It refers to all times, not all places.

After brief research I do not see anyone who says Ps 50:1 is about time rather than places, but I will look more into it tomorrow.

Also, I changed the title of this issue from 113:4 to 113:3

The commentaries in BibleHub all treat the merism as one of location.
All the other 68 uses of H4217 mizrach 'place of sunrise, the east' are clearly talking about location, not time day.
