Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

The intent of this level is two-fold:
At this level, the model implements the concept of a "testimony of two or three witnesses" in the checking process.
To achieve this level, the translation team will submit the translation to members of the language community that will use the translation. The language community will review the translation for clarity and naturalness. The team will also work with church leaders from the language community to review the translation for accuracy by checking it against the source texts, the exegetical resources, and the Statement of Faith.
The translation team will edit the translation based on these reviews so that the language community affirms that it is natural and clear, and the church leaders affirm that it is accurate.
The rubric created by the translation team will be used as a guide during this check. Specific steps to be taken for this level of checking can be found at Level Two Check.

The original statement about the concept of a "testimony of two or three witnesses" seems to to indicat that this starts in the community review. Apparently the writer was not thinking of it being used during MAST steps 5-8. If it wasn't part of MAST steps 5-8, then apparently the translators are not witnesses.
I wonder what exactly the writer meant (It was over 3 years ago, and I don't know who it was.) Does it mean that if two or three people in the community agree that something is good, then it is good? And if two or three people in the community agree that a certain change is needed, then it is needed?
I wonder if it would be better either to leave it out or to explain it. First, some of our audience might not know that the expression comes from the Bible and what it means in general. Second, they may not know how we are applying it.
I would leave it out, my guess is that it was just a way of saying we were following a biblical principle
