اگر کوئی شخص قتل کر دیا جاتا تھا،تو اُس کے رشتےداروں کا فرض ہوتا تھا کہ وہ قاتل کو مار ڈالیں۔اگر موت حاددثاتی طور پر ہوجاتی تو یہ ناانصافی ہوتی ۔ اِس لیے خُدا نے اِسرائیلیوں کو کہا کہ اُس شخص کے لیے جو حادثاتی طور پر کسی کو قتل کر دے پناہ کے شہر بنائیں۔ اُس شہر میں جہاں وہ پناہ کی تلاش میں گیا ہو،اُسکا مُقدمہ قانونی طور سُلجھایا جائے۔" ایسا اِس لیے کیا جائے کہ وہ جو نادانستہ کسی کا قتل کرئے وہ وہاں جائے۔ یہ شہر اُن کے لیے پناہ کے شہر ہونگے جو اُن سے پناہ چاہتے ہیں جو کسی قتل ہوئے شخص کے خُون کا انتقام لینا چاہتے ہوں"۔ (See: [[rc://en/tw/dict/bible/other/refuge and rc://en/tw/dict/bible/other/avenge and rc://en/tw/dict/bible/kt/blood]])
If a person was killed, it was the duty of his relatives to kill the killer. If the death was an accident, this would be unfair. Therefore, God told the Israelites to make cities of refuge for a person who killed someone accidentally. In the city where he sought refuge, his case would be solved legally: "Do this so that one who unintentionally kills a person can go there. These cities will be a place of refuge from anyone who seeks to avenge the blood of a person who was killed."
