It is clearly the woman's lover who is speaking.
## have come into my garden ##

## my sister ##
The man calls the woman his sister because he loves her very much like he would love his sister. AT: "the one I love."

The man uses these images from a garden to indicate that he has been able to enjoy many different aspects of the woman.

## drink freely ##
"drink generously" or "drink even more than enough"
