### Why did Moses sprinkle both the scroll and the people with the water and blood mixture?
Scholars think that Moses sprinkled all things that had to do with the covenant God made with Moses. The writer to the Hebrews mentioned two things that were sprinkled, that is the scroll and the people. The sprinkling of blood represented setting things apart to serve God. The scroll was made clean and set apart by the blood because it contained the words of Gods promise to his people. The people were made clean and set apart by the blood to do everything God said in the scroll.
