Micah speaks of himself as if he were a container into which Yahweh were pouring a liquid. Here "Jacob" and "Israel" are metonyms for Jacob's descendants. Micah uses both names to emphasize that all of his descendants are guilty of sin. The abstract nouns "transgression" and "sin" can be translated using verbs.
